Every year, the Telangana government awards scholarships to economically disadvantaged students from the OBC, SC, and ST categories. The Post-matric and Pre-matric Scholarships (PMS) are one of the government’s important welfare measures aimed at providing financial assistance to students from lower-income families, disadvantaged classes, and minorities pursuing post-secondary education. What is the ePass Scholarship?

The Telangana government established an online system for awarding scholarships to SC/ST/BC/EBC/Min, and PWD students, entrusting the responsibility of online approval of PMS to them via their Electronic Payment and Application System of Scholarships.

The PMS is fully administered online, with tuition fees reimbursed directly to colleges and maintenance fees paid directly to students after proper verification into respective bank accounts. As a result, the name ePASS was coined.

The online process on the e-PASS website includes college registration, student application filing, scanning and submission of documents for student applications by colleges, and department verification and sanction of the amount.

This is possibly one of India’s most complex and large-scale projects of its kind. The overall positive impact of the project has aided in the sustainability of the initiative in a transparent and accountable manner, resulting in good governance in scholarship administration.

Direct payment into bank accounts, increased accountability and transparency, and reduced risk of corruption have raised citizens’ perceptions of good government, lending credibility to the government’s image of integrating poor students into mainstream education, thereby contributing to the overall development and making economic growth truly inclusive.

Eligibility Criteria

The eligibility criteria for the Telangana ePass Scholarship are as follows:

Eligible Students

  • The applicant must be a Telangana state permanent resident.
  • Applicants must be from the SC/ ST/ BC/ EBC/ Minority category.
  • Annual family income cannot exceed Rs.2 lakh for SC/ ST and Rs.1.50 lakh (rural area) & Rs.2 lakh (urban area) for BC/ EBC.
  • Physically challenged students who have a family income of less than Rs.1 lakh may also apply. 75% attendance in each quarter is required to apply for the scholarship.

Non-Eligible Students

  • Students who do not fall into the SC, ST, BC, EBC, or Disabled categories.
  • SC and ST applicants with a family annual income of more than two lakh rupees.
  • Applicants who are BC, EBC, or disabled and have a family annual income of more than one lakh rupees.
  • Individuals enrolled in part-time or online courses.
  • Students are admitted based on sponsored or management quota seats.
  • Students of BC/EBC and DW who are pursuing courses through open universities, distance education, and category B seats in M.B.B.S. and B.D.S.
  • Students from economically disadvantaged classes are enrolled in inter or equivalent courses.

Post-secondary courses of one year or more that have been approved by the relevant Board or University:

Group I:Professional courses (Ex: Medicine, Engineering,
Management courses, Agriculture, Business Finance,
Computer Applications etc.)
Group II:Other professional and technical courses
(Ex: MPhil, PhD and post-doctoral research)
Group III:Degree courses
(which are not covered in groups I and II) and NIFT courses.
Group IV:Inter, ITI / ITCs, and
Vocational Courses.

  • Your screen will be filled with the home page.
  • The following scholarship opportunities will be displayed on your screen:
  1. Scholarship service for post-secondary education
  2. Service for pre-matriculation scholarships
  3. Overseas scholarship assistance
  • You must select the Registration option, and the registration form will appear on your screen.
  • To successfully submit the application form, enter all of the details and upload your documents.
  • Keep the acknowledgement number in a safe place for future reference.

Renewal Process

To allow the/welfare departments to process the claims, all students who wish to renew must also register on the e-Pass website. If you have forgotten your application number, you can retrieve it from this page.

  • You must first go to the scheme’s official website by clicking on the link provided here.
  • Your screen will be filled with the home page.
  • The following scholarship opportunities will be displayed on your screen:
  1. Scholarship service for post-secondary education
  2. Service for pre-matriculation scholarships
  3. Overseas scholarship assistance
  • From the opened page, select “Renewal registration.”
  • Fill out the application form with information such as your name, father’s name, date of birth, email address, SSC ID, Aadhar card number, and so on.
  • Upload the required documents along with the application form.
  • To submit the application form and renew your scholarship, click the submit button.

Complaint Submission

To check the status of a complaint, simply follow the steps outlined below:

  • You must first go to the scheme’s official website by clicking on the link provided here.
  • Your screen will be filled with the home page.
  • You must select the option called Grievance.
  • Now, on the new page, select the “Check Your Grievance Status” option.
  • A new page appears, where you must enter your Grievance ID.
  • Click the submit button.
  • The status of the grievance will be displayed on the screen.

Reasons for Rejection

The multiple reasons why your ePass Scholarship might get rejected are listed below

  • Inaccurate caste information
  • Incorrect earnings data
  • The candidate is not a bonafide student
  • Incorrect course and academic year information
  • If the candidate fails to submit a caste and income certificate
  • If the student is absent, and if the student is admitted under the management quota
  • The field officer did not make a recommendation.
  • Failure to receive the renewal proposal
  • Previous sanction verification is required for renewal.
  • Students who have been detained
  • Obtaining a scholarship for a course at the same level

Applicants who are selected for the scholarship will receive scholarship benefits directly from the university. The student will receive the scholarship bursary directly. The reimbursement fee will be applied to the colleges’ accounts. Scholarship benefits will be applied once the scholarship has been awarded to the student up until the completion of the course, but students must renew the scholarship every year to continue receiving benefits.
