Swachh Bharat Fellowship: Eligibility Criteria and Benefits

Also known as the Zila Swachh Bharat Prerak (ZSBP) program, the Swachh Bharat Fellowship is an initiative started by Tata Trusts. The organization first carried out studies with the Ministry of Drinking Water and Sanitation (MDWS) in 2016 across India. As a trial, Trusts has been working with the district administrations in 25 districts in 3 states to improve cleanliness and hygiene standards. After its success, the program was implemented in the rest of the 26 states of the country as well, finally leading to the ZSBP program’s incubation.

Swachh Bharat Fellowship: Eligibility Criteria

Under the Swachh Bharat Fellowship, the young professionals work with the local administrations in select districts in rural India. They are called preraks, or sanitation warriors, whose aim is to make these target districts open defecation-free. They also contribute to handling the solid and liquid waste management in their designated areas. 

So if you want to become a prerak under this scheme to bring about real change, you need to fulfil the following criteria:

  1. The applicant must have a UG/PG degree in any of the following disciplines:
  • Management
  • Rural Development
  • Social Sciences
  • Liberal Studies
  • Economics
  1. The applicant must have a minimum of 2 years of work experience to handle any government schemes and/or social/rural development 
  2. Fresh graduates from premier management institutes across the country are also encouraged to apply.
  3. The applicant must possess institutional development experience and leadership abilities.
  4. The applicant must be capable of innovating present and future strategies in a challenging situation.
  5. The applicant must have excellent spoken and written skills in English and local languages.
  6. The applicant must also possess exceptional interpersonal, computer, sound, and writing skills and work with a team spirit.

Amount and Benefits

While the Swachh Bharat Fellowship stipend amount has not yet been announced for 2023, it’s been around INR 20,000 in previous years. After successful completion of the fellowship, the Fellows receive a grant of INR 1.75 lakhs in addition to the stipend. These amounts help Fellows cover living expenses and other costs related to the fellowship. Financial support is also provided to help fellows pursue their goals post-fellowship.

Swachh Bharat Fellowship: Job Description

ZSBPs will be deployed to work with the District Collector or District Development Officer. The DC/DDO is responsible for the Swachh Bharat Mission (Gramin) program in the district. And here are the set of responsibilities that the Swachh Bharat Fellows will be expected to handle:

Responsibilities

  • Grant coordination, supervision, and monitoring assistance: Help the district administration implement the Swachh Bharat Mission (Gramin) program effectively. This includes developing a district-level Swachta Action, Finance, and Sustainability Plan, setting up monitoring and supervision mechanisms, and analyzing and updating MIS data.
  • Fund management and planning: Support the monitoring, management, and broadcasting of fund flows in the district, and develop need-based financial plans for different elements of the Swachh Bharat Mission (Gramin) program.
  • Sustainability and implementation assistance: Provide monitoring and implementation assistance for district-level sustainability actions related to the Swachh Bharat Mission (Gramin) program.
  • Social and behavioural change communication (SBCC) support: Develop and implement SBCC approaches to promote cleanliness and personal hygiene.
  • Training and capacity building support: Develop and implement a training and capacity building plan, with a focus on Community-Led Total Sanitation (CLTS), for multiple stakeholders.
  • Technological support: Identify and promote appropriate technological solutions for cleanliness and solid and liquid waste management, given the geographic conditions in the district.
  • Data collection and analysis support: Collect, manage, and analyze data to inform decision-making.
  • Stakeholder engagement support: Promote linkages and networking with different stakeholders, such as government departments, civil society organizations, and corporations.
  • Communication support: Support the use of social media and other communication channels to build mass awareness for the Swachh Bharat Mission (Gramin) program.
  • Standard operating procedures (SOPs) development support: Develop SOPs for quality control, engineering supervision, ODF protocols, etc.
  • Innovation support: Promote innovative methodologies and strategies for promoting social entrepreneurship and integrating them into the Swachh Bharat Mission (Gramin) value chain.
