The full form of ADM is Additional District Magistrate. An ADM is a senior officer of the state government’s administrative service. They are responsible for overseeing various departments and functions, such as revenue administration, land records, law enforcement, disaster management, public welfare, and coordination with other government agencies. ADMs often handle tasks delegated by the District Magistrate (DM), particularly during times of increased workload or in specific areas of expertise.

How to Become an ADM?

To become an ADM in India, an individual needs to follow a certain career path and meet the eligibility criteria set by the government. Here are the general steps:

  • Obtain a bachelor’s degree in any discipline from a recognized university. 
  • To become an ADM, one must qualify for the Civil Services Examination (CSE) conducted by the Union Public Service Commission (UPSC). The CSE is a highly competitive examination held annually and consists of three stages: the Preliminary Examination, the Main Examination, and the Personality Test (Interview). It is important to note that the CSE is also the entry point for various other prestigious government positions.
  • In the Civil Services Examination, aspirants need to select the Indian Administrative Service (IAS) as their preferred service. The IAS is the premier administrative service in India and offers opportunities to become an ADM.
  • Based on the performance in the UPSC Main Examination and the Interview, a final merit list is prepared by the UPSC. Candidates with high ranks are allotted positions in various government services, including the IAS.
  • After selection, candidates will undergo training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie or other designated academies.
  • Upon completion of training, selected candidates will be assigned a posting in a district as a Sub-Divisional Magistrate (SDM). Over time, based on performance and promotions they can be appointed as an ADM.

The job description of an ADM in India includes:

  • Assisting the DM in administrative matters
  • Maintaining law and order within the district
  • Implementing government policies and programs
  • Managing revenue administration and land records
