Eligibility Criteria 
The students who are exempted from clearing the NEET examination for admission to the MBBS program in Russia still need to fulfil the below-mentioned eligibility criteria.
However, there is no maximum limit for MBBS although the candidate’s minimum age shall be 17 as of December 31 of the year the student is applying. 
The candidates must have completed their Senior Secondary examination from a recognized state education board.
The students must carry a minimum average of 50% in Biology, Physics, and Chemistry and must have English as a compulsory subject during their 10+2 years.
The candidate would also be required to submit an “Eligibility Certificate” issued by the Medical Council of India (MCI) at the time of admission to any foreign universities.

Note: Within seven days of arriving in Russia, all foreign tourists must register with the local GUVM branch. If you are a student in Russia, your university will most likely take care of this for you. Failure to register with the GUVM might result in a fine and, in the worst-case scenario, expulsion from Russia. A list of GUVM offices in your area can be found here. In most cases, your initial Russian student visa will be valid for 90 days. You must apply for a Russian student visa extension through the GUVM after arriving in Russia to cover the duration of your studies, up to a maximum of three years.
Processing Time for Russia Student Visa
An application for a student visa to Russia typically takes ten days to process. The processing time, however, can range from seven to twenty working days. The processing period may be prolonged in particular circumstances by up to 30 days.

If you are a full-time student at a state-accredited university and are at least 18 years old, you will be granted a work permit. The permission only allows you to operate in the fields or professions specified in the permit, as well as in the city or region where your university is located. A work permit costs RUB 3,500 (INR 3500) for those on a Russian study visa. Foreign nationals caught working in Russia without a valid permit face a fine of RUB 7,000 (INR 7000) and the possibility of expulsion. The Russian Scholarships Project – Open Doors Russian Scholarships
The Ministry of Education and Science of the Russian Federation and the Global Universities Association are collaborating to offer the ‘Open Doors Russian Scholarships’ for overseas students from any country to study in Russia.  This scholarship can only be availed based on the results of a competitive exam in order to pursue a Master’s degree in economics, computer science, physics or mathematics.
The students who qualify as the winners and runner-ups for the Russian Scholarships will have the opportunity of pursuing a master’s program and apply to a Russian university with a 100% waiver on tuition.   
The project is Russia’s first international competition for prospective master’s students. The scholarship is provided to all those studying for a master’s degree in mathematics, physics, computer science or economics in Russia. 
In order to apply for this scholarship, you just got to fill out the application form and submit the required documents.

HSE University Global Scholarship Competition, Russia (full scholarship for Master’s Degree) 
HSE University is a renowned Russian economic and social science institution located in Moscow which has built a reputation for its high-quality education.  The 5 winners of this competition will be granted discounts of up to 50% on their tuition fees for their graduate program.  These Russian Scholarships are applicable to both overseas students and Russians; the participant needs to be below 40 years of age in order to apply.  
The university provides a variety of scholarships in Russia, for international students, covering 25-100 per cent of their tuition fees at all study levels. However, the university scholarship only covers the tuition fees and all the remaining costs need to be incurred by the student themselves. HSE offers various scholarships to non-Russian nationals and the amount of the scholarship is directly proportional to the student’s good academic performance.
In order to retain the scholarship, the recipient must meet the following requirements-

Not be subject to any disciplinary action.
He/she should have no more than two grades lower than 6.
