State Public Service Commission in India

The Indian Constitution allows the Parliament to create joint services for the Central and State governments. The Union Public Service Commission (UPSC) handles recruitment for these. Moreover, State-level administrative work is filled by State Public Service Commissions (SPSCs). Furthermore, both UPSCs and SPSCs are independent Constitutional bodies established under the same articles (315-323). Additionally, they oversee recruitment, promotions, and disciplinary matters for their respective spheres.

What is a State Public Service Commission?

The SPSC conducts exams for the State positions and advises the disciplinary committee for the same.

Who can Remove the Members of the State Public Service Commission?

The Governor can appoint and the President of India can remove the members of the SPSC on the report of the Supreme Court of India

  • Removal: Only the President of India can remove an SPSC member.
  • Suspension: The Governor of the State can suspend an SPSC member while an investigation by the Supreme Court of India is going on.
  • Grounds for Removal: The conditions for removing an SPSC member are identical to those for removing a UPSC member (likely referring to misconduct or incapacity).
