History of National Civil Services Day

When civilian workers for the British East India Company were referred to as “Public Servants” during the British era, the phrase “civil service” first appeared. The foundation was laid by Warren Hastings, and Charles Cornwallis—who later earned the title “Father of Public Services in India”—implemented additional reforms.

The date of April 21 was chosen to honour the occasion when Sardar Vallabhbhai Patel, the first Home Minister of Independent India, spoke to Administrative Services Officer probationers at Metcalf House in Delhi on that day in 1947. He described India’s civil servants as its “steel frame.” That is, the administrative framework of the nation is supported by civil employees who work in various departments or at various levels of government.
