The term Personal Qualities (PQs) or Officer Like Qualities (15 OLQs) in the Indian context refers to a set of traits, motives, goals, attitudes, interests, and tendencies that an individual shows in personal and social situations. These qualities are different from cognitive, intellectual, and medical factors as they form an intrinsic part of officer selection.

15 OLQs Explained in Detail

1. Effective Intelligence 

The capacity to deal with practical situations of different levels of complexity is what we call effective intelligence. It is distinct from basic intelligence, which involves abstract thinking and the perception of relationships. Intelligence tests, which can be either verbal or non-verbal, measure basic intelligence. Effective intelligence includes the following:

  • Practical intelligence means finding your own solutions to real-world problems.
  • Resourcefulness is the ability to improvise solutions using available resources.

*Candidates who possess higher levels of effective intelligence are typically characterised as bright, mentally sharp, penetrating, innovative, and inventive.

2. Reasoning Ability 

The ability to comprehend information, analyse logically, and think critically to reach conclusions

  • Receptive – Understand and absorb new information through interest, attention, and perception.
  • Curiosity – Healthy curiosity leads to a desire for greater knowledge and life experience.
  • Logical reasoning – The ability to reach a conclusion or judgment based purely on rational thinking, while excluding emotional factors, is known as rationality.
  • Essentialism is the ability to comprehend the core of a problem, prioritise its various factors, and utilise them effectively to arrive at a solution.

*Candidates with higher reasoning ability possess exceptional analytical, imaginative, logical, and practical skills.

3. Organisational Skills 

Organisational ability is the skill of arranging resources to achieve desired results. A strong organiser is meticulous, detail-oriented, and quick to comprehend complex issues.

Candidates with strong organisational skills are meticulous in planning and adept at handling complex issues while paying attention to details, using common sense, being original, and quickly comprehending.

4. Power of Expression 

Good communication is vital. Accurately evaluating this skill is crucial for identifying strengths and weaknesses, facilitating growth, and understanding how communication style affects interactions. This knowledge enables individuals to make necessary adjustments and improve effectiveness in personal and professional settings.

*Candidates who possess this quality are better able to express themselves with clarity, precision, and impact.

5. Social adaptability 

The term ‘social adaptability’ refers to an individual’s ability to adjust and fit in well with their social environment, including their interactions with superiors, equals and subordinates. It encompasses various aspects such as social intelligence, attitude towards others, tact, and adaptability.

Social intelligence is a type of intelligence that is applied in social settings. It involves the ability to understand people and adjust well to new surroundings. 

Attitude towards others is the ability to put oneself in the other person’s position so as to appreciate justifiable difficulties. This enables one to render help in a proper way. 

Tact is the skillful management of the feelings of the people one deals with. 

Adaptability refers to the ability to adjust to the environment with special reference to the social situations in that environment. When considering the service aspect, it involves not only a resilient nature shown by an accommodative tendency but also keenness and interest in service life.

*Candidates with higher adaptability are genial, spontaneous, outgoing, amiable, accommodative, flexible, understanding, friendly, and sympathetic. 

6. Cooperation 

Assisting others in achieving the group’s goal in harmony, by participating willingly in harmony with them. In other words, it implies that a collective effort is more productive than an individual effort.

  • A key element of cooperation is teamwork and joint effort. 

Team spirit indicates loyalty to the aims and objects of the group to the extent of subordinating individual aim to the group aim. 

*The ideal candidate is an altruistic, selfless, volunteer worker with great esprit de corps. In addition to their humane nature, they are warm-hearted, spontaneous, and a team player. 

7. Sense of Responsibility 

It enable a person to be dependable and to willingly discharge his obligation. It includes sense of duty but is much more comprehensive in meaning and scope. It implies: 

(a) Sense of duty Faithfully and firmly doing what one is ordered to do. 

(b) Discipline. A trained sense of acting strictly in accordance with rules, regulations and conventions. This factor promotes development of self control and keeps one within bounds of social and normal standards. 

* Candidates with higher sense of responsibility are exceptionally dutiful, faithful and respectful to authority. They are very conscientious and go out of the way to soldier responsibilities.

8. Initiative 

The ability to originate purposeful action. It has the following aspects:- 

(a) Ability to take the first steps in an unfamiliar situation. 

(b) In the right direction. 

(c) Sustain it, till the goal is achieved. 

* Candidates with higher initiative display plenty of originality in thoughts & actions. Persons with positive initiative never get stuck, they are pushing, enterprising, persistent and will come out with numerous fresh idea. 

9. Self-confidence 

It is the faith in one’s ability to meet stressful situations particularly those that are unfamiliar. 

* Candidates with higher self – confidence are totally composed, rationally active, have abundant faith in their abilities, self reliant and constructive in difficulties.

The ability to arrive at workable decisions expeditiously. It comprises:- 

(a) Then appropriateness and cost-effectiveness.

* Candidates with this ability are Infallible, prompt, judicious and take sound decisions with a considerable sense of urgency. They are never wavering, impulsive, hesitant, erratic in their decisions.

11. Ability to influence the group

The ability which enables an individual to bring about the willing effort from the group for achieving the objective desired by him. This influence is the prime cause of cooperative and willing effort of a group towards the achievement of a set objective. 

* Candidates with this quality are highly inspiring with magnetic charm, indispensable, impressionable, assertive, persuasive, firm & have considerable capacity to overcome opposition. 

12. Liveliness 

The capacity of an individual to keep himself buoyant when meeting problems and bring about a cheerful atmosphere 

13. Determination 

A sustained effort to achieve objectives in spite of obstacles and setbacks. It implies fixedness of purpose: mental concentration and strength of will. It includes:- 

(a) Application to work. The capacity of physical application to work. 

(b) Drive. The inner motive power at the disposal of an individual. It is the capacity to force oneself along when under pressure and urgency, towards the achievement of the object. It may inspire energetic action in others towards the achievement of a common goal. 

*Candidates with this quality are highly resolute, unwavering, advent, industrious, firm and steady, persevering and persistent. 

14. Courage 

Ability to appreciate and take purposeful risks. This includes: 

(a) Ability to deal with danger. 

An adventurous spirit and a willingness to take risks. 

Capacity to remain calm and composed in adverse situations, so you can handle them well.

*There’s no doubt these candidates are risk takers, daring, aggressive, creative, bold & plucky with a lot of physical & moral courage.

15. Stamina 

Being able to handle prolonged physical and mental strain. It’s all about endurance.
