Canada has made many significant changes to post-graduation work permits for foreign nationals, barring them to apply at the border to curb “flagpoling” a practice where temporary residents exit and re-enter quickly for quicker work or study permit processing. This move is aimed to enhance border efficiency and reduce resource strain.
Benefits of Canada Permanent Residency
The Canadian government has announced changes affecting post-graduate work permit for foreign nationals at the border. Immigration minister Marc Miller , Minister of Immigration, Refugees and Citizenship, foreign nationals can no longer apply for PGWP at the border. Additional measures include expediting in Canada work permit applications simplifying online processes, and allowing immediate employment changes for authorised workers. To discourage flagpoling, Canada urges the applicants to apply domestically and is improving processing efficiency through modernization efforts.

Marc further added that they are committed to enhance processing times and developing a more integrated, centralised system for global application processing. The move is quite fair and it is contributing in curbing flagpoling. PGWP is very essential for international students seeking employment and permanent residency. PGWPs surged 214 percent in 2023, reflecting high demand for work and residency.
Minister Dominic LeBlanc, overseeing Public Safety, Democratic Instituitions, and Intergovernmental Affairs, echoed these sentiments citing flagpoles strain on border services.
