Generally, to work in New Zealand you must be able to speak and understand the English language. Whether IELTS is a requirement or not depends on the work visa you are applying for. For example, a post-study work visa does not require the submission of proof of English langauge proficiency. On the other hand, if you are applying for an entrepreneur visa you will have to prove that you can speak English.
