The phrase is derived from a moth larva which was feeding comfortably inside a rolled carpet. And the credit for its first use as a metaphor goes to David Garrick, a Shakespearean actor. 

The phrase he used was, ‘If she has the mopus’s (money), I’ll have her, as snug as a bug in a rug.’ Earlier, it was used in vernacular languages and after this popular use, this idiom was referred to in many popular poetries and playwrights.
