At that time, education was not available to many people, and there were many problems in the system. The Commission\u2019s job was to study these problems and suggest ways to improve education so more Indian children could go to school and learn. In this blog, we will talk about why the Hunter Commission was created, what it recommended, and how it changed education in India during British rule.<\/p>\n\n\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-who-was-lord-william-hunter\">Who was Lord William Hunter?<\/h2>\n\n\n\n<p>Lord William Wilson Hunter was a member of the Executive Council of the Viceroy and an <strong>Indian Civil Services<\/strong> officer. He was also the former Solicitor-General for Scotland and Senator of the College of Justice in Scotland. Lord William Hunter chaired the Hunter Commission relating to Education in 1882 and then again in 1919 to report on the Jallianwala Bagh Massacre.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-why-was-the-hunter-commission-formed\">Why was the Hunter Commission formed?<\/h2>\n\n\n\n<p>The Hunter Commission was formed because of the following reasons:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Revolt of 1857<\/strong>, caused the transfer of administrative powers over British India, from the British East India Company to the British Crown.&nbsp;<\/li>\n\n\n\n<li>A reassessment of the educational situation in the country was needed because the grant-in-aid system put forth by Wood\u2019s Despatch of 1854 had not been implemented.<\/li>\n\n\n\n<li>After this, the General Council of Education in India was formed.&nbsp;<\/li>\n\n\n\n<li>The Viceroy of India from 1880 to 1884, Lord Ripon, was asked to look into the state of education, by the General Council of Education.&nbsp;<\/li>\n\n\n\n<li>The Hunter Commission was appointed by Lord Ripon and constituted the Indian Education Commission of 1882, also known as the Hunter Commission.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-was-the-composition-of-the-hunter-commission-in-1882\">What was the Composition of the Hunter Commission in 1882?<\/h2>\n\n\n\n<p>The Hunter Commission was composed of Lord William Hunter and 20 other members including 7 Indian members were:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sayed Mahmud<\/li>\n\n\n\n<li>Bhudev Mukherjee<\/li>\n\n\n\n<li>Anand Mohan Basu<\/li>\n\n\n\n<li>K. With the shift of education to the provinces in 1870, primary and secondary education suffered as the provinces already had limited resources. They confined their recommendations to primary and secondary education.&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The state\u2019s special care is required for the extension and improvement of primary education and primary education should be imparted through the vernacular medium.&nbsp;&nbsp;<\/li>\n\n\n\n<li>The transfer of control of primary education to newly set up district and municipal boards under the Local Self Government Act.&nbsp;<\/li>\n\n\n\n<li>The secondary (High school) education should have two divisions-<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Literary- up to University level<\/li>\n\n\n\n<li>Vocational- for commercial careers<\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>They drew attention to inadequate facilities for <a href=\"https:\/\/leverageedu.com\/blog\/importance-of-womens-education\/\"><strong>female education<\/strong><\/a>, especially outside presidency towns and made recommendations for it to spread.&nbsp;<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-why-did-the-hunter-commission-reconvene-again-in-1919\">Why did the Hunter Commission reconvene again in 1919?<\/h2>\n\n\n\n<p>The Jallianwala Bagh Massacre shocked the Indians and the British as well. The Secretary of State for India at that time, Edwin Montagu, called for a committee of inquiry to investigate the matter.&nbsp;<\/p>\n\n\n\n<p>On the 14th of October, 1919, the Government announced the formation of the Disorders Inquiry Committee, which came to be known as the Hunter Commission, after the name of its chairman, Lord William Hunter.&nbsp;<\/p>\n\n\n\n<p>The Purpose of the Commission was to \u201cinvestigate the recent disturbances in Bombay, Delhi, and Punjab about their causes, and the measures taken to cope with them.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-was-the-composition-of-the-hunter-commission-in-1919\">What was the Composition of the Hunter Commission in 1919?<\/h2>\n\n\n\n<p><strong>Composition of the Hunter Commission (1919):<\/strong><\/p>\n\n\n\n<p>The Hunter Commission was made up of a group of people from both Britain and India. It had members who were experts in education and government officials. The main members included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>John Henry Hunter<\/strong> \u2013 He was the chairman of the commission and an education expert from Britain.<\/li>\n\n\n\n<li>Several British officials and educationists.<\/li>\n\n\n\n<li>Indian members, including leaders and education experts from different parts of India.<\/li>\n<\/ul>\n\n\n\n<p>This mix of British and Indian members helped the Commission understand the education problems from different viewpoints and suggest better solutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-was-the-hunter-commission-report-in-1920\">What was the Hunter Commission Report in 1920?<\/h2>\n\n\n\n<p>In March 1920, the final report by the commission unanimously condemned General Dyer\u2019s actions relating to the Jallianwala Bagh Massacre.
