Prime Minister Narendra Modi begins a three-day visit to Russia and Austria, aiming to strengthen bilateral relations. In Russia, Modi will meet President Vladimir Putin to discuss regional and global issues. This visit marks the first by an Indian Prime Minister to Austria in 40 years, celebrating 75 years of diplomatic relations. The National Medical Commission (NMC) has denied permission for 13 new medical colleges in Uttar Pradesh to start MBBS courses due to identified shortcomings, such as inadequate infrastructure and insufficient faculty. This decision halts the addition of 1,300 MBBS seats, prompting state authorities to consider an appeal. These colleges are located in districts including Sultanpur, Kushinagar, and Kanpur Dehat. Principal Secretary Partha Sarthi Sen Sharma confirmed that appeals will be filed soon.

2. Uttar Pradesh Commission to Investigate Hathras Stampede:

The judicial commission set up by the Uttar Pradesh government to investigate the July 2 Hathras stampede will interview anyone necessary for its inquiry, including self-styled godman Bhole Baba. The commission will issue a public notice inviting local residents and witnesses to share evidence and statements.
