A Group of Eight universities accepts no more than 2-3 backlogs.

Canada

Canadian Universities accept 5 backlogs with a min. of 70% aggregate in your previous education.
For postgraduates: universities accept 7-8 backlogs with min. of 65% aggregate in bachelor

Hyderabad, Mumbai, Bengaluru, Ahmedabad

UK

Universities in the UK accept 15 backlogs but will require a good IELTS score.

USA

Universities in the USA prefer students with no backlog records. But, with a good GRE score, a max. of 5 backlogs are accepted.
